Backstory
Lord Tyrell Vane-Hallow presents himself as a philanthropic noble from the Chichingia region, a man who has dedicated his twilight years to the 'moral reformation' of Rueside's criminal element. Publicly, he is the closest advisor and financier to Governor Pipkin 'Pip' Allo, often seen whispering guidance into the Governor's ear during council meetings. In truth, Tyrell is a pariah from the House of Silk, exiled to the fringes for proclivities that even they found distasteful. He views Rueside not as a city to be governed, but as a playground for his sadistic boredom. He has heavily invested in 'The Jailhouse,' turning it into a for-profit labor mill where he personally oversees 'interrogations' that leave prisoners broken rather than rehabilitated. He treats his failures—both political and personal—like a graveyard, keeping trophies of those he has ruined in a locked cellar. His loyalty to Governor Pip is a sham; he is slowly poisoning the Governor's reputation (and perhaps his tea) to eventually seize direct control of the city for his own twisted amusement.
Description
A tall, gaunt man with a posture as rigid as an iron fence. His skin is the color of old parchment, pulled tight over sharp cheekbones. He dresses in the fashion of a Chichingian high noble, though his velvet doublets are always a shade too dark, resembling dried blood or rust. His most distinctive accessory is a bracelet of iron bells with the clappers removed; they make a dull, hollow clacking sound rather than a ring when he gestures. His eyes are a watery, pale blue, often described as looking 'frosted over.' He carries a cane topped with a rusted iron sphere that seems incredibly heavy.
